Yesterday the government of the state of Guerrero put in place the new State Force police system, which includes the hiring of 2,000 agents in addition to the 10,000 already operating throughout the state, the creation of a quick-reaction force of 150 agents and another of rural police, said Javier Lara Montellano, Secretary of Public Security for the state.

"we are going to take over police operations starting today (Tuesday) in Iguala and Acapulco, but not the administrative functions," clarified the admiral, as he explained the new structure for the functioning of coordination with the municipalities. He said that he will have
"the power to name the police commanders in the municipalities and monitor its operation with a budget of 26 million pesos [slightly over 2 million USD]."Community Police: UPOEG and CRAC
Regarding the system of citizen security headed by the Union of Peoples and Organizations of the State of Guerrero (UPOEG), he said
"it is [operating] under Law 701 in indigenous communities, but the rest [other municipalities] are out of their jurisdiction. We are going to respect the jurisdiction of the UPOEG and the CRAC (Regional Coordinating Committee of Community Authorities)."In this context, some 350 state police who are being trained at the University Institute of Police Science reported that this institution has not paid them their bi-weekly 1,800 peso [$140 USD] per diem; it gives them food of poor quality, so they have become ill; and it does not give them courses in ambush tactics, target practice or self defense. Coming from six regions of the state, the uniformed agents will be incorporated into the accredited police force. The Guerrero State Police has 1,300 agents.
