Mexico-Ayotzinapa: Profile of Group of Fire Experts Conducting Third Study at Cocula Dump

The Collegial Group of Fire Experts, which yesterday presented the results of the third expert investigation of the Cocula Garbage Dump, is comprised of:
  • Frederick W. Mowrer, fire protection engineer [Ph.D. (1987) Fire Protection Engineering and Combustion Science, University of California-Berkeley], chairs the Partnership Council, Fire Research Laboratory, U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives.
  • James D. Quintiere, mechanical engineer, M.S. (1962) and Ph.D. (1970), New York University. He has been involved in research and consulting involving fires, including those carried out by members of the Branch Davidians in Waco, Texas; of conflagrations in the Meridian Plaza and First Interstate Bank high-rise buildings, as well as the attacks on the twin towers at the World Trade Center.
  • Mario Saldaña Ricardo Nolasco, Ph.D. in criminal law and professor of criminology. He works as an expert supervisor in the forensic specialty of fires and explosions in the Mexico City Attorney General's Office. He has participated in investigating more than 4,000 incidents of fire and/or explosion, including the tragedy of the Lobohombo nightclub in October 2000.
  • José Torero Cullen, professor and director of the School of Civil Engineering at the University of Queensland [Australia; Ph.D. (1992), Civil Engineering, University of California-Berkeley]. Did the original fire study for the IGIE in which he "scientifically determined that it was not possible for 43 students to be incinerated in this dump". He was awarded the Arthur B. Guise Medal by the Society of Fire Protection Engineering. In 2011 he received the Rasbash Medal from the Institution of Fire Engineers for his advances in the science of fire safety. He is currently editor-in-chief of the Fire Safety Journal
  • Ricardo Damián Torres, vice president, division of fires and explosions at PT&C/LWG Consulting Forensic Services [U.S. company with offices in Mexico City], and fire investigator, certified in technical evidence collection by the International Association of Arson Investigators. He has specialized in investigations of origins and causes of fires and explosions. 
  • Enelio Torres García holds a PhD [University of Havanna and Autonomous Metropolitan University (Mexico City)] in chemical sciences and scientific investigation, affiliated with the Department of Transformation of Hydrocarbons at the Mexican Petroleum Institute. He has specialized in materials chemistry and thermochemical processes. [MV Note: In 2015, Dr. Torres García raised the possibility that incineration of the bodies at Cocula was chemically possible and offered to debate the technical issues with IGIE member José Luis Torero.]
