Mexico Prisons: Human Rights Commission Begins Investigation of Riot in Topo Chico Prison, Nuevo Leon

Aristegui Noticias: The National Human Rights Commission (CNDH) announced Thursday that it is already investigating what happened in the Topo Chico prison in Nuevo Leon, where there were 52 dead and 12 wounded.

In a statement, it said that the situation could generate negative precedents in the protection of human rights. It also condemned the violence and demanded from the authorities full clarification of the facts as well as applying the law strictly to those responsible.

It also urged the implementation of precautionary measures in order to provide medical care for the injured and support to the relatives of the deceased, including psychological and legal aid, as well as verifying the conditions of overcrowding and safety in the prison.

The CNDH sent staff and experts in order to obtain first-hand information and find out the health status of the injured. It said they will seek the testimony of witnesses, official documents and evidence to know what happened.

The Commission noted that:
"According to the National Assessment of Prison Supervision for 2014 [carried out by the CNDH], the state prison called the Topo Chico Center for Prevention and Social Reintegration in Nuevo Leon earned an average rating of 5.72 [out of 10]. In "Aspects that ensure the physical and moral integrity of prisoners", it earned 4.74; for "Aspects that guarantee a decent stay" 5.34; "Conditions of governance", 4.44; "Internal Social Reintegration", 6.25, and "Prisoner Groups with Special Requirements", 7.85 ".
