Mexico's Dissident Teachers: Judges' Rejection of Appeals Against Education Reform is "Signal" It Will Be Imposed

La Jornada: Laura Poy Solano

Teachers of the National Coordinating Committee of Education Workers (CNTE) noted that, with the decision of federal judges to dismiss the petitions for amparo [protection] teachers had filed against the education reform, "there are signs that the reform could be imposed without any change".

Francisco Bravo, secretary general of Section 9 of the Federal District [Mexico City], said that
"it would be serious if the federal government's intention is to manage the conflict, and it is looking to adopt the secondary legislation as it was initially developed."
MV Note: The "education reform" consisted of amendments to the Constitution, which were approved, as required, by more than half of the states. However, the secondary legislation creating the regulations for implementing the amendments has not yet been passed by the Congress.
Therefore, he announced today that there will be a meeting to analyze the CNTE's legal strategy, but he reiterated that
"we will go to all agencies to seek the protection of the State."
He stated that the legal team will design a new strategy, but it has not yet completed its analysis of the decisions delivered by the sixth and seventh district federal courts in Cholula, Puebla.

...As for the plan of action adopted by the National Policy Leadership, Bravo said it is maintaining the call for a national march on June 14, which will begin at Los Pinos [The Pines, the Mexican "White House"] to the Zócalo [central plaza]. He emphasized that after the announcement that their appeals for amparo against the amendments to Articles 3 and 73 of the Constitution were rejected, "we are going to strengthen this mobilization."

He also noted that the fourth Regional Forum on Educational Reform will be held on Monday in Tuxtla Gutierrez, Chiapas, where the national leadership of the CNTE will meet and inform delegates regarding the inadmissibility of hundreds of petitions for amparo by means of which just over 200,000 dissidents teachers sought protection.
