Tampico, Tamaulipas • The Secretary of Government Relations, Miguel Angel Osorio Chong, attributed the poor performance in security matters to the previous [Calderon] administration having tried to impose a unified police force on states and municipalities, which the current administration isn't doing, because there is still no legal framework to regulate its operation.

He said this at a Northeast Regional security meeting held at a hotel in Tampico, Tamaulipas, where the federal official was accompanied by the heads of Public Security, the Army, Navy and Attorney General's office.

Also present were the governors of Tamaulipas, Egidio Torre Cantú; Nuevo Leon, Rodrigo Medina de la Cruz; Coahuila, Rubén Moreira, and San Luis Potosi, Fernando Toranzo.
"We don't force things. What was the previous failure? That they tried to impose (a unified police command) on the municipalities and states. What we are doing is based on collaboration," the Secretary said.
He said that the establishment of the unified police command could only be done based on the coordination of the three levels of government. ... He also said that the federal government has a well-defined security plan and knows the destination it wants to reach. ... Spanish original
