This past Wednesday, May 8, as part of the Fifth National Forum on Safety and Justice, Carlos Humberto Toledo Moreno, Inspector General of the National Public Security Commission, reported that on September 16, the gendarmerie will participate in the Independence Day parade, presenting it to the public.
Lopez Portillo informed Aristegui News via email that in the Forum itself,
"being myself a member of the panel on which this was announced, I expressed my deep concern and outright opposition to this possible event."He said the announcement, if not denied, disregards the public calls made by several organizations to the effect that the possible creation of the gendarmerie go through public, democratic deliberation.
"Since Peña Nieto announced this proposal during his campaign, up until today, the project has been beyond public understanding," he complained.He added that from the perspective of his organization, the creation of the gendarmerie involves extraordinary risks to human rights and directly violates Article 21 of the Constitution that says:
