Mexico Deputy Attorney General for Human Rights Admits "Exhaustion" of Government Institutions

Milenio:  The Deputy Attorney General for Human Rights, Ricardo García Cervantes, acknowledged that the country's institutions are clearly weak and lack all of the capcities that the present moment demands.

Participating in the forum "Human Rights in the New Constitutional Framework" convened to create the National Development Plan for 2013-2018, he said that Mexico is undergoing a period of unprecedented institutional exhaustion. He said the institutions will only find the strength and momentum that is needed with the participation of society.

"There is also a breakdown of the social fabric and a weakness in human rights, derived from the rates of violence that are unprecedented in our country. We are living with the ravages of a policy that was unilaterally directed at fighting criminal groups without an integrated vision," he said.

Garcia Cervantes said that the structures of the agencies responsible for security and law enforcement were transformed to only serve the purpose of fighting crime, with ineffective results. This is because the number of criminal organizations grew and diversified, and crime rates increased, plus intentional homicides grew and the disappearance of people increased alarmingly. Spanish original
