Aristegui Noticias: The Human Rights Commission of the Federal District (CDHDF) [Mexico City] issued its findings in relation to the police operation on December 1, 2012, and requested the establishment of administrative procedures against the authorities responsible for the operation.
Council president, Luis Gonzalez Plascencia, condemned the violence that day against those who were demonstrating against the swearing in of Enrique Peña Nieto as president. He also said that the commission is opposed to the impunity and the deficiencies of the authorities.
The CDHDF documented violations of the right to liberty, personal security, personal integrity, freedom of expression and protest of 102 people.
In his speech, the first investigator of the CDHDF, Mario Patrón, said the failure of the police led them to not detain those who definitely needed to be detained. He also accused the police of irrational and disproportionate use of force.
The CDHDF documented that 99 arbitrary arrests were made, and in 97 cases the detainees were turned over to prosecutors. In 60 cases, it was proven that the arrests were made before the time the police reported.
The Commission warned that attacks were committed on the integrity of those arrested, six of which qualified as torture. In one, it was recorded that the detainee received more than 200 blows. Spanish original
