Constitution, Rule of Law Are Framework for State Actions Against Crime - Mexico Supreme Court Justice

La Jornada: César Arrellano

The situation facing the country right now is the most difficult in its history due to high crime rates; for that reason, it is necessary to unify society's efforts to strengthen the institutions responsible for security and justice, agreed Judge Olga Sánchez Cordero of Mexico's Supreme Court of Justice, and Mexico Attorney General, Marisela Morales.
"There is a security crisis due to the increasingly harsh and bitter fight against organized crime, and this makes it not only necessary but urgent to take action to restore the social peace that all Mexicans long for. Certainly, the State [may take] drastic measures but always within the framework of a democratic Constitutional State and rule of law, under the balance of institutional arrangements that allow the State to operate and perform its duties but always under the guidance and protection of the human rights of all the people," stated Sanchez Cordero.
During her participation in the launch of the book "Criminology: Criminogenic Factors and Public Policies for the Prevention of Antisocial Behavior", held at the Ibero-American University, the Judge said that the social restructuring "that lies ahead of us"--and that the country urgently needs--is neither easy, nor [is it a matter for the] short term, but it demands a great effort and the participation of all the political and social actors at all levels.

In this context, Marisela Morales asked that "all the forces" join together to combat crime.
"We must not, nor have we, lost the intrinsic hope of having a more just and increasingly free society."
Society, she pointed out, has the ethical and moral obligation to work with the authorities to combat crime, and
"we, as the legal authorities, [have an] unavoidable, legal responsibility to provide security and justice for the citizenry."
She repeated that rapprochement with society [at large] is essential for securing justice.
"I do not imagine a power of attorney at a distance from the citizenry. The active participation of society in the fight against crime is crucial and plays a decisive role in achieving the State under the rule of law demanded by all Mexicans," she concluded.
